“Marginalization in Baluchistan is not only a natural issue, but it is also directly linked to the political economy of Iran. Therefore, marginalization in Baluchistan must be examined within the context of the integration of Iran’s political economic system. Throughout contemporary Iranian history, Baluchistan has been of strategic importance to the central government, rather than being considered a variable in political economy. Baluchistan has lagged behind in development due to its lack of commercial and industrial capital. This is because the central government’s approach to Baluchistan has been more security-oriented than development-focused.<\/p>\n\n\n\n

As a result, the marginalization of Baluchistan is one of the main factors contributing to its underdevelopment, especially in the field of education. The author, tracing the geographic determinism in modern Iranian history from the Qajar, Pahlavi, and Islamic Republic eras, concludes that the lack of economic prosperity has led to the underdevelopment of Baluchistan, particularly in terms of development. Thus, the lack of urban development and the absence of commercial and trade opportunities in Baluchistan have historically led to the region being ignored. The first modern schools reached Baluchistan with the arrival of the army during the reign of Reza Shah (First Pahlavi). Thus, the growth of education during Mohammad Reza Shah\u2019s era was slow due to the absence of a development-oriented approach and the late arrival of modern schools in the region.<\/p>\n\n\n\n

Following the revolution in Iran, this issue was not resolved, and the structural (deliberate) discrimination variable has exacerbated the problem. Over time, other political, economic, and cultural variables have also been imposed on these educational inequalities. Among the other political factors, one can point to the ideological shaping of education policies in Baluchistan. Economic factors include the unjust allocation of budgets, lack of educational infrastructure, a low teacher-student ratio, and cultural factors such as the unnatural rise of religious extremism, ethnic tensions, and patriarchy. Other influential factors hindering educational progress in Baluchistan include religious divides, the ideological and Shi\u2019a-centric perspectives of the center, as well as local gender-biased attitudes, such as preventing girls from continuing their education, low literacy rates among parents, lack of prioritization of education by some families, and the absence of job opportunities.
